You probably picked the worst possible anime to use as an example. I can counter that by saying Dragonball Z. Which was better than it's predecessor, Dragonball.

Well there is a few I can think of, but both are great in their own way. The second season of Da Capo was more enjoyable than the first, but the first was much more dramatic. The second series of Ghost in the Shell, many say, is superior to the first. Same goes for Full Metal Panic. The second season of Genshiken also has the potential to be better than the first, but again, they're both great in their own way. The new series of Guyver I liked a lot more than the old one. I also liked the second season of UFO Ultramaiden Valkyrie better than the first. Actually, now I think about it a like a lot of second season's better or atleast just as much as the first. :8

Anyway, the new series of FMA. Continuation or revamp?

The FMA manga has 20 volumes and is still going.

The series finished airing during February 2004. Which, by then, the manga was only up to volume 6. So they have a damn lot of manga material they can follow. I haven't seen FMA yet, but I assume it has a closed ending, so a continuation is probably out of the window, but the chances are the new FMA will follow the manga, which the original series did until half way through. It's extremely doubtful, but they could pick it up from where it stopped following the manga. Or they could start from the beginning of the manga again, and stick with it this time. That's a highly likely option.

The majority seem to think it will be a remake that stays true to the manga.

If its a remake, then perhaps awesome. But the anime did have... closure.

I did say I assume it has a closed ending. That's why it's most probably a remake following the manga.
