This is more justification than anything else to change ISPs.
Are you on cable or ADSL?
i've been here for over 8 years and i don't know why

Virgin are crap for downloading. I really want to switch provider but we can't afford the BT line charge to switch to ADSL

This is the stupidest thing I've seen an ISP do. With Eastlink I get 10Mbps, and I've gotten 10Mbps for years. Never any problems like you've got. I suggest you switch to an ISP that's not crying at it's clients .

First time I heard of this, especially since I'm a VM customer.

    Or join BT !
Why would anyone want to go to BT who cap torrents, downloading etc. most of the day, making them useless for what he wants to do.

VM have always done this, it's part of their Acceptable Use Policy which limits the amount you can download at peak times.

The only two unlimited ISP's in the UK are Be/02 and sky, it was announced the other week on a few sites.

That's ridiculous, change provider if you can or have a serious talk/shout at customer service. I'm sure if you threaten to cut off your service with them they will offer you some sort of compromise.
