    1. Look at other websites that interest you (by having a nice design)
    2. Look at tutorial websites such as w3schools.
    3. Learn HTML + CSS (Easiest)
    4. Learn Javascript
    5. Learn PHP

    I haven't tried this, but someone I know would get free basic layout PSDs to start off with, and mess around with them ending up with a completely different layout.

    May want to explore stock photos when doing a layout for a special themed website.

    know html and css, don't know why javsscript and php would come in ahndy wit desinging, but i'm still in proces of learning them anyhow.

    If you know CSS, it's great.
    DIV's are only the names of the things you add to make them show.

    DIVs aren't any specific codes to customize the site.
    All divs looks like this:

    <div id="CSSNAME"></div>
    or
    <div class="CSSNAME"></div>
