Are you sure you don't mean the new Fiesta in general? There are no options to buy a Ford Fiesta RS. Only a Ford Fiesta Zetec Sport is on the cards I think, or at least an ST version.

EDIT: There doesn't appear to be a release date of anywhere you can order a Fiesta RS, or an ST
