Because that is a totally different matter, Heathrow Airport is mostly used as a 'Via' destination (People fly in from around the world and then catch another flight to Europe) and it's mostly international flights, unlike the Manchester tram system which is local to the city of Manchester and has little to do with their international transport budget.

I personally believe that the expansion to Gatwick uncovered this Morning is far more beneficial. It would mean Gatwick would grow bigger than Heathrow, 1/5th less homes would be disrupted by the additional air pollution too.
