All of the leaked builds have the new task bar, but you need to unlock it on 6801. Microsoft are going to release it between August 2009 and February 2010 (no one knows exactly when).

It really doesnt suprise me that vista sucked so much, considering
above link seemed dodgy....
edit: above link has this col thing called namipan, looks like a http download manager. Sadly its in chinese
I guess microsoft is fixing vista to sp2
