Of course it is - I suggest you PM Bomb-Head, nvrspk4 or Professor-Alex if you wish to pursue the matter, they will ask for as much clear evidence as possible.

There is also a complaints forum for matters like this, so I suggest this gets used rather than threads in public.

We shouldn't encourage asking for rep but I don't think people should get punished for asking.
