It wouldnt though, as Habbox has several groups for each star, thus every group would have to be edited for registered users resulting in over 15 groups needing to be edited, im guessing

and a few seconds per PM = 60 seconds what 20 PM's? which wastes tons of time in the long run which takes minutes for admins to do, and its not like management are busy every second.

i send about 40 a day tbh, but as management you should know that there is more than one member on this forum, which means more than one person will send a PM to multiple people a day, so more people = more time.
