    Ground the static by touching a grounded appliance, wiring a ground circuit, or by applying a neutralizing charge. Static accumulates in areas where the charge cannot escape.

    Plug the computer into the mains
    Turn off the PSU at the back
    Press the power button on the front of the PC
    Touch the case and put the fan in.

    Also you guys are assuming its a molex connector, all my fans are connected to my motherboard.

    Yes but as long as you are careful you there is no reason for you to be toutching the motherboard or anything other device.
