Who gives a toss what her friend said? Meet up with her, tell her how you feel (when you're sober) n all that. In no way were you stalking her and tbh, if you go to her, then generally (from what ive seen) girls wont go to you. So text her tomoro, see if she wants to meet up and just get back in her life. You dont have to ask her out straight away.

Well, I see two problems.

You took too long to say anything at all. And then when you did you rushed it saying 'I love you' that will usually just freak a girl out if it comes from nowhere.

I'd advise confronting the situation, it’s the only way to get over it. Ring her/Text her/Meet up with her. Ask about the whole 'stalking' thing see if it's true, and tell her how you feel, don't just say 'I love you' tell her your deep feelings about her, see how she reacts.

If she dismiss' you, you should realise that it's not meant to be.
If she reciprocates your feelings, you live happy ever after, aye.
