Yeah, but it's 99% of the time tied with buying another product, like hosting or cpanel etc.
You can get the usual .co.cc, .co.nr and .tk for free without buying anything.
You can get free .co.uk (1 year) from OVH.
And with UK2 being stupid and forgetting to protect the voucher system again, you can get loads of free domains from them.
.co.uk I know is free. I was assuming he was getting a .comSilly me. Didn't UK2 fix their problem? If not, pm me how to get passed that

I have read a bit about CentOS on their website but am still a little comfused. Is CentOS an operating system with al the tools for a webserver or is CentOS a program?
Also which one do I download because there are two catagories -NameLast modifiedSizeDescription

To be honest, you'd be wasting money paying your ISP money, electricity costs and more. You're better off getting some decent free hosting or even paying for some hosting.
Anyway, if you want to host it on that PC, here is some simple instructions that you should be able to follow;
- Wipe your PC's OS and files.
- Download CentOS and burn it to a CD (from other PC)
- Install CentOS as a webserver
- Install CentOS updates
- Portforward, whatever for your router / connection
- Get a domain, no-ip, dyndns or just use your PC's IP
- Firewall etc.
- Host your files
