I think it's compleatly wrong that the people on here are blaming the mother for this. I have a 3 year old sister myself, and you can take your eye off her for a second and she could be getting into some sort of mischief. Being a parent is a very hard job, especially when the children are young. This is nothing more than just a very tragic accident, and nobody should be blamed for it.

The mother is probably already full of guilt, shouldn't be making it worse for her.
