Then If You Don't Know How To Do Layouts.
Go To www.Corel.com And Download Paint Shop Pro. Design Your Layout.
If Your Good Enough Slice And Code It. But If Your Not Slice And Rename Images.
Then You Can:
Re-code It In DIV Frames (Not Reccomended)
And Use Iframes And Expanding Tables.

You Will Also Need Basic Html Knowledge If You Don't Know Html There Are Many Sites To Learn:

Also If You Want Effects Such As Disable Right Click You Will Need JavaScript Which The 3 Sites Learn You On It.
You May Want To Add A News Management If Your Site Is PHP Enabled i Suggest You Use Cutenews. www.Cutephp.com It's Easy To Install You Get Instructions You May Not Know How To CHMOD Bt All It Is, Is Changing The Properties You Need To Change Them All To 777 I Don't Know Why But The Readme Says So.
Moving On You May Want Images E.g
Banner,
NavBar Buttons,
Other Images E.g Alterations.
You May Also Want Staff members E.g News Reporters And Stuff.
There Are Also Other Little Add On's You Can Use. Hit Counters Guesbooks Shoutbox Etc
