i had a Venomous Habbulus about 8 months ago, there was huge speculation that it was going to be month 3's (i think) PayDay+ rare so the valued was destroyed. I sold mine for 40hcs.

Is PD+ like Habbo Club where you get the first item for the first month etc no matter when you join? And is it know how many months there are before it goes back to the beginning?

Well the Veno is month 12's rare, there's no other rares scheduled to be released for the next month so...

Will the deal end? or start over again with a dozen more Rares?

Lost_Witness did warn they would eventually come out, once Rares were abolished many thought them safe but it just goes to show - never buy a rare if you cant afford a possible loss.
