Seems just like a fantasy to me to be honest, what a waste of money. They weren't found in possession of any firearms or offensive weapons so I don't think there's any real grounds to convict them.
Fantasising about doing something like this is different to actually doing it. Instead I'd probably detain them under the mental health act indefinitely and see where it goes from there.
I think it's right that they were cleared. In my own opinion they were too over imaginative teenagers. It's easy to think "OMG TERRORISTS" or whatever but that isn't really the case. There is no evidence to suggest they were genuinely going to carry out such attacks. Yes, they wrote and imagined it but they didn't even have any weapons, it was merely a fantasy that most people would oppress - these two however didn't close such thoughts and embraced them in a way which landed them in trouble.
