Personally, I think this rule is pointless, and should be removed for the following reasons:
- Your not harming anybody in asking
- Its not really a bad thing to do
- Members can make their own minds up on weather to rep the user or not.
- If somebody gets into trouble for asking for rep, that's pathetic and really unappealing.
Surely this rule would have applied more when people had massive rep powers and it only took like 4/6 people to rep you before you got your rep power up. I can remember in 2007 bumming people with like 30 rep powers for points and I know that majority of active users then did.
I dont see the issue either with giving rep our pointlessly tbh, when its positive. it encourages people to be nicer, if they just give out random nice reps. I dont see the issue with it, it doesn't effect anybody?

Tbf I don't think rep is used any way near as much as it used to be anyway. From my own experience, I hardly ever -rep and I'm hardly ever able to +rep because I ALWAYS have to spread. I swear like the about ten of the last dozen times I've tried to rep someone, I wasn't able to.
The spread limit really needs to be decreased because the only thing it is potentially doing is forcing me to pointless rep in order to spread.
