I would advise Slayer, because a lot of monsters you get as tasks drop good herbs, and you'll also sometimes get second ingredients as well.

Cave Crawlers are pretty good, and they drop second ingredients as well. Flesh crawlers in the Stronghold of Security drop lots of low-level'd herbs, but they can get crowded sometimes.

If you have a good slayer level, then Aberrant Spectres are one of the best monsters for herbs. If you're going to kill them, then kill them in the Smoking Kills dungeon, as it's multicombat there.

Chaos Druids in Taverly Dungeon are also really good, since they drop around one or two herbs every kill, and their also only 20 HP.
