Create a basic list of categories, add a link under the quotes that need categorising that lets the user choose where to put it.
It's a slightly flawed idea, but it saves you having to do all 17,000 by yourself

If you'd like to make it a little more JavaScript oriented you could always do a PHP backend, with javascript JSON calles using JQuery
