Rangers can hit more than 11...cannon is classed as range and that can hit high 20's.
IDK with bows and arrows though.
Also, training magic doesn't have to be expensive if you runecraft! All you really need to buy really is chaos runes for bolt strikes, and laws for teleporting - and even these are dropped by monsters.

Well I have low range and I can hit 14's max with range (without cannon) is about 18 I think not sure...
