If applications are opened every 3 weeks, it would mean the departments would have a week's rest from trialists (Trials usually last 2 weeks) now i can't see enough people leaving in one week to warrent opening application again.

I have a number of staff that my department gets down to before i open applications, this ensures our department doesn't get too full or too empty. I'm sure all the other departments work in this way too.
I agree with pretty much all of this, the bold inparticular. The comps dept can work with around 10 staff (inc. Mike and I) but also can reach around 6 (inc. Mike and I), although it has came to the point where we've had 4 staff (inc. Mike and I) which is havoc because that means that we have to produce around 9 competitions in one month (don't think it's happened for everyone yet because Mike's stepped in when people have resigned in previous months etc). What's my point? You've got to see how the dept. will work with certain numbers, too little (maybe not "too many") then causes difficulties for the department, so apps open again. It isn't really a scheduled thing.
