They're striking on that night as it'll get their message out most effectively. If they strike at other times people simply won't care. If you don't want a fire or something happening then just don't bother in the first place.

The loss of the fire brigade is unlikely to cause avoidable deaths. If a bonfire gets out of control then children should be able to get to a safe distance long before a fire engine could arrive, if they could not get out of the way then the fire brigade wouldn't be able to help by the time they arrive anyway. There will actually be very few casualties caused by the loss of the fire Brigade, mostly just fire damage to property.

This is not inconsiderate, if the public perform right they wont get any pay due to not being needed.
