I must admit I've had a very good laugh reading the replies in this thread. The article is taking the piss, it does not mean clouds in a literal sense. Engadget is aimed at tech nerds who would understand the joke not eurosceptics who don't understand anything about technology.

When you store files on the internet that's called cloud storage. The "cloud" is essentially the internet:
    http://en.wikipedia.org/wiki/Cloud_storage

It has absolutely nothing to do with clouds in the sky and is the future of computing.

if anything this article and these responses prove that people read, comment and make opinion on articles without making an effort to understand what they mean.

I was wondering why you were all complaining about this, but appears none of you know that "the cloud" is the internet ^_^. I think it's a good investment since the internet is the future =]

I don't get why they need to research into some that pretty much already exists., or are they investing in the technology, which is a completely different thing?

Looks as though big corporations are involved, always useful to the European Union and to politicians in general - just like during the Irish referendum campaign, RyanAir all of a sudden switched from a generally anti-EU stance to Yes, the EU is simply the most fantastic thing since sliced bread - coincidently they had a court case coming up which involved the EU making a decision on their bid to secure some major business detail in their long-standing bid to secure a takeover of a rival airline. As the story goes, RyanAir then spent hundreds of thousands/over a million on pro-Lisbon propaganda.

if i'm honest i think it is good investment. I imagine this would be useful for the EU itself to use as MEPs/Public Servants/The Public/Development agencies can store all their info in one place and for the systems to work seamlessly.
    goodbye.
