You can remove the passcode, sort of. But doing so will result in losing all the data on the iPhone, so doing it won't really find out whose phone it is - you'll just have someone else's iPhone.
For future reference for anyone else, who may lock them selves out somehow. Make sure you have the latest version of iTunes installed on your computer, turn off the iPhone and hold the home button and then connect it to the computer continue holding the home button until the iTunes icon appears on the screen of your device.
On iTunes it will then say that you've entered in to recovery mode, you can then restore the software on your iPhone, it will download the latest publicly released iOS software and then you can restore it from backup at a later time (if you have one). But as I said it's pointless you doing this as you found it, you won't have the backup (obviously) and you won't find out whose phone it is, as others have said hand it in to your local police station - or local to where you found it.
