The two people are the same person, you're buying it from the person selling it for 10 coins with the hope of giving it to the other person for 15 coins, but this person who wanted to buy it will log off so you're stuck with a flag you bought for 10 coins which is pretty expensive when they're worth 3 coins in the catalogue. Meanwhile the person who sold it to you is laughing because they sold it for way more than it was worth.

its like they work together,
one comes in and then trys to buy one,
you add them.
Then another sells you one cheaper and then they both run off

I had someone recently try it with a hot chocolate 'if you have one I pay 50c' I did have one so she then said 'I need two, come and find me when you have two'. She then left her room and some random guy appeared (room wasnt an event) selling and sure enough...he had a hot chocolate maker.
