When I was running Competitions, I'd suggested the idea of having a Runescape forum Competitions / Events section, and had drafted up basic templates for these to go on. There were a few users who were willing to donate large amounts to the effort, and two Comps staff who had said they were willing to take on the extra duties it would require. Like you said, the idea was shot down by management because this was a Habbo forum, and all official departments were to focus only on that particular game.
Honestly, I still think it was a bit of a mistake not to make an effort to appeal to all of Habbox's users, as at the time, a large amount of the community had moved from playing Habbo to just RS. Note that the Habbo sections of HxF are still (comparatively) going strong, whereas the sections that have been ignored have all but died.
I do agree that it may be a little late to attempt to change things though. Like you said, we have lost a large amount of our Runescape community, which were probably just people who have moved on with their lives and no longer play. It would be difficult to bring new Runescape players into the fold when there are so many established Runescape fansites already, especially since they have less restrictive rules than Habbox does for this section. However, I think it might encourage current Habbo players who are just starting RS or who play both to be more active in these forums if there was a little more to do.
There's no reason not to try to liven up the section a little bit though, there does seem to still be interest in the forums. When I'm browsing, I usually see a large amount of people viewing the Runescape forums, which leads me to believe that the reason that no one's posting is simply because there's no one starting discussions outside of 'Selling this and that' or 'Look what levels I got today'.
