I just assumed it was if you bought number 678, you got 678. Makes more sense.

@Matts; I was about 400th to buy and managed to get number 4, I then bought another and got number 402 so anything was possible.

The number 1 wasn't bought until rather late based on the fact that many people would have made an event saying they got number 1 and none was made!

@Kasabian; although it would make more sense I think there is more mystery if it was random and that way many people can't plan bulk buying them in the hope that they can sell for a lot more afterwards.
