When this type of competition began I offered a few suggestions of my own to make them fairer. Some were taken on board and boosters were all but eliminated from the competition. Sadly, though, it seems as though whatever happens, it's always going to be those that are prepared to pay the most that are going to win, regardless of whether their design is as 'creative' as those that haven't got enough credits to fill 7 million tiles in a room.
I liked the way old room competitions were judged. Staff would look at ALL (or at least the majority of) entries and pick out the ones that looked the best. Okay, there was a little bit of favouritism, but I'd much prefer two or three people winning the competitions every week (bear in mind they still put effort into their rooms) than the same 8-10 people winning week in week out because they've worked the system out and are taking advantage. Sadly the CEO has said what he has to say on the idea of staff actually engaging with users and staff picking will never be an option.
If you look around habbo you'll notice that everywhere creativity was actually encouraged is slowly being taken away. Homepages, groups, forums, competitions that don't involve buying things (stories, poems, art, etc).... Even now the room competitions are dying because nobody is bothering as they already know what the result will be.
btw does this comp only give one vote per person or the usual three? and @Samanfa; how?
