I guess there isn't a best spot to cut willows that isn't overpopulated?

most of the spots near banks will be over crowded, so try somewhere in the middle of nowhere with 3-4 trees and just bonfire them afterwards for firemaking xp, as bonfire is afk i see no down side to do it before you move on to ivy

Barbarian outpost is a nice and quiet spot. Also the willow trees below Ardy zoo.
