Theres nothing to investigate. Jake made the badge for funky friday ages ago but powertoo said she had her own and didn't need it. That doesn't give you the right to think you own it and can enter his work in to a competition for a reward, without asking his permission. It would be fine if you made things right by telling powertoo (Which you said you did) but her response to Graham clearly shows you didn't.
