He could put them inside giant Gingerbread houses and when he leaves the stuff under the tree he could make a village too with chocolate figurienes

Freeze the packages with ice instead of using the box. Decorate the ice a little to show that the present comes from Santa. The children then just need to melt the ice and wallah! A present from Santa you get.

he could wrap them up in pet training pads! and just use some yarn or ribbons to make a bow on it
