It's usually protocol to safety ban someone if they've been hacked, especially if they're staff. It's just in case the hacker might still have access to something so we just need to be sure!
I remember getting hacked, it's not a nice feeling! I had to watch my hacker take my furniture on Christmas Day (fun stuff, got banned on Christmas Eve, so I couldn't even stop it). Hopefully they'll reply quickly to you - it's the safety lock that's the problem usually. If I go log in on my phone, another IP address or whatever it won't block my account, it will only block it when I try going back on my original means of logging in that is usually my laptop. Obviously, by this time the hacker has taken your furniture and you can do nothing about it.
I don't think you'll get your 200c back, but Habbo might surprise you! They've been known to compensate people sometimes.
