Yes it's the same actor, no we don't know if it's the same character. We do know that the character in the Christmas episode is the next companion.

So does this mean that we have already seen how she this new companion like dies sorta??? I really liked her in that episode aswell lol

Oswin and Clara are somehow linked according to Steven Moffat and it will be explained in the future, but It will get more confusing first.

Also just to those who are saying, well Martha was a character before in Series 2 finale, and Karen was in the Fires of Pompie,

I would argue those two only had small roles compared to what Jenna had in Asylum she was too much involved in the plot so they must be linked somehow.

If you look at credits and what not, both of the new assistant's characters have the same last name, so they're probably distant distant relatives.

I dunno I don't want him to be like Wilfred coming back. Could be interesting to have him return to tell the doctor off for not following his words of truly looking after them but I think with the ponds story now over so might his be.
