The idea behind the safety quiz is to educate new users and for Sulake to have something, for when someone does inevitably break the rules, to say 'well, you knew what you were doing because you answered the quiz correctly, we did everything we could to ensure you knew the rules.' It's in no way an attempt at removing paedophiles from the site; the moderators and guardians are there for that.
And the mute is completely necessary; one to put an immediate end to the type of behaviour that landed them in this situation, and secondly so they can work on fixes to the problem. Sulake couldn't sit back and do nothing, to be honest the mute is the best reaction they could have given to the situation; it shows they are actively trying to prevent this behaviour from continuing and also working on a fix.
