Yes. It is called server congestion.. you should also notice that this happens around 4pm till about 6pm (GMT) EVERY WEEK DAY because this is the time most people get home from school and stay on till

It also happens ALL DAY on weekends

If you go on at around 10pm GMT you will notice none of the above happens (much)

it wont come out at least intil halfway through the year. we just had V11 installed =]
+ it would of started weekend (probley sunday) at 6 AM becuase finland installs V12 (or the next version)
