Yeah, the more of the quest you complete the more items appear for you to buy, mods have confirmed it on the official forums. Edit - they're not the best gloves, apparently there's higher.

According to Mod Paul they're not actually dragon gloves, they just look it. And the best gloves are black ones, you get the dragon looking ones before you defeat the final 3 monsters in the quest.
