Haha, I'm doing something like that to my hair on halloween, Except my hair will stick right out because I have very short layers in it, I tested it the other night ^_^

put your head up side down and put hairspray while moving your head around, stand up properly and it should be like that.

I would think its just sticking your finger into a plug socket, or being dragged through a bush backwards.

Other then that, go to a hairdressers & see if they could do it for you?

Anyway, I'm no hairdresser, but to tell the truth just go a bit crazy with the hairspray.
