Isit kinda bad idea, all the people who can scam and just change names.

People can also change shared account names and stuff. It has alot of bad sides.

But if they did bring this idea into action, it should allow 1 name changer per account.

Yeah, thats what I was thinking. It is probably more complicated than it sounds and it doesn't actually say that you will be able to change you're account name in the future. Everyone, I wouldn't get your hopes up too high if I were you.
