The master has hypnotic abilities and has regenerated 14 times which is technically impossible for a timelord as they only have 13 regenerations. He cheated death by seperating his soul from his body during his execution and his soul went to the Tardis and here is the crucial part WAS BROUGHT TO EARTH.

That's the last time we see him.. untill this season maybe.
