I think it's for a feature where Staff can 'enable' their tools (maybe?) when they aren't at the Office or at Home (Mobile?)

After all the Hobba's and Moderators getting forced into, i'm guessing they could of put this feature in - so like, type in a PIN (or key) to get your tools enabled?
