She could be digging for compliments.. or she could really have zero self confidence for whatever reason.
I had the same problem with a chick, I would tell her all the time that she was beautiful and awesome and that I loved her and I really meant it.. But she couldn`t accept that anyone could love her, because of what had happened in her past. I never really managed to convince her, but I haven`t given up yet.

Do it in person get one of her m8's to ask her if she likes u if she says yes take her to one side then say ..... did u write this ... when she says yes ...ask her out it worked for me on my GF hazel
