The reason I limited it to one per room is because:
You could put your bots on a loop
Normal Habbo: Hi
Bot 1: Hello
Bot 2: Hiya
Bot 1: Hello
Bot 2: Hiya
Bot 1: Hello

Bot 1: Hello
Bot 2: Hiya
Etc. :p

i think thats too cheap, way too much lag will be created if they are that cheap.
