As in the room where I was in, only owner and clown-dressed people got badges

Can you still get a clown badge when your part of a diff group but in another themepark's room?

and he kept going online then offline and everyone was lyk "dis is well unfair"
and then he came; and asked, "so, nobody wants a badge do they?"
and everyone went wild.
