Yes lol. Some sites say you can only download the roms if you have the actual cartridge but I dunno. I download them anyway.

Lol, it's worth it. I'd recommend you use a controller though because the keyboard is hard to use for WWF No Mercy.

Emulators are only legal if you have the console, and ROMs are only legal if you have the particular games in the physical.
Virtual Pro Wrestling 2 is better than No Mercy in my opinion, because I'm more of a puroresu fan, and it came before, with the predecessor engine.
