The new MMO warhammer online has this feature, but doesnt allow "twinking" really, based on the gear, and lack of low level gear enhancements. As a result, they are able to integrate the EXP > pvp thing.

However, dont spread rumors, because at no point was this confirmed.

They are thinking of adding it later to compete with warhammer.

But, blue posts have hinted at the ability to turn on or off XP in BGs, so twinks need not worry, they are trying to make everyone happy in the situation
