Depends how much money you have, firemaking would be the fastest with mage logs, then prayer with dagannoth bones, then craft, etc smithing can get to 300k xp an hour at 88, easy cheap fast 99s cook would be that, then fletch, then fm.

if you have the money to buy all the necessary things, then cooking is the fastest followed by fletching i think
