Apply for the passport, and if it doesn't come try and get onboard the plane using your NI card or other identification, as you are not leaving the country you are not passing through customs.
Also with regards to going to London, I do not believe you have to do that if you have already owned a passport.

I fly to and from London with my brother and sister. I can asure you that you do not need a passport. When we fly, all we need is our tickets we printed online. After that, nothing.
