The Republic Of China call themnselves as a sovereign state whilst the PROC see them as a rogue area of the PROC.

I think that's close enough in my eyes. I don't think the ROC need to declare independance as they are independant already.

They don't formally class themselves as independant though, and that makes all the difference as Chinas military is on standby for the moment they make that move.
