If there are no fire-arms, then there's no reason to convict them :/ Actually commiting the crime and being caught with the instruments and tools to carry out the imaginations cravings are entirely different things to thinking them up in the first place. I could imagine Obama being gang raped in the White House by Alien and Predator then getting shot repeatedly, doesn't mean I'd find the time to call those two up and arrange it, or carry it out
