One is much better, not just because of design but because of audience. Say some new computer user pops along to your site looking for frames on the second layout and can't find the enter button - thinking that the frames are just images and you can't click images.

Have to agree with the majority of this thread, Choice One by far. It fits much more, the spacing inside the frame helps with the look.
