Chopper - 5 - pretty sure thats correct
Sanji - 25/26 - 19
Nico Robin - 25/26 -27 i think she is

There is some law about showing underage smokers? Even in anime and manga? Nobue Itoh in Ichigo Mashimaro is sixteen and smokes, its like the most major part of her character as well. If they start censoring Ichigo Mashimaro of all things then that is stooping to new levels. Though now I think about it I don't really think this new law will affect the industry much. Even in most eechi shows the fanservice parts aren't on screen for that long, they come in quick bursts and its not like many anime does display underage characters in such situations. There may be the odd panty shot, but thats it.

Yea and im not sure about the smoking thing pretty sure i read about it somewhere.
